Modern water management experts typically favor more sustainable, catchment-based approaches like wetland restoration and tree planting,” according to Google’s AI tool Gemini, which sites scientific and expert sources.
According to Gemini, dredging has many disadvantages, including:
Increased Downstream Flood Risk
Higher Water Velocity: By deepening and straightening a channel, dredging increases the speed at which water flows.
Downstream Surge: Faster-moving water reaches downstream communities more quickly and in greater volumes, often worsening their flood risk.
Reduced Lag Time: Dredging reduces the time it takes for a flood peak to travel through the system, leaving less time for emergency response.
Ecological and Habitat Destruction
Loss of Spawning Grounds: Removing gravel and rocks destroys the “redds” (nests) where fish like salmon and trout lay their eggs.
Biodiversity Decline: The removal of bed material eliminates shelter for insects, plants, and other organisms that form the base of the aquatic food chain.
Invasive Species: Disturbed riverbeds are more vulnerable to colonization by invasive non-native species.
Water Quality Issues
Increased Turbidity: Dredging stirs up silt, making the water cloudy (turbid), which can suffocate fish and block sunlight for aquatic plants.
Contaminant Release: Historical pollutants (like heavy metals or phosphates) buried in the sediment can be remobilized into the water column.
Oxygen Depletion: Disturbed sediments can lower dissolved oxygen levels, potentially leading to fish kills.
Physical and Geological Impacts
Bank Instability: Removing material from the riverbed can destabilize the “toe” of the riverbank, leading to collapses and severe erosion.
Bedrock Limits: In many upland areas, once a river reaches bedrock, further dredging provides zero additional flood benefit while still causing environmental harm.
Groundwater Depletion: Deepening a river channel can lower the surrounding water table, potentially drying out nearby wells or wetlands.
President Mulino’s 2024 resolution says the waiver of environmental impact study requirements ends 60 days after the state of emergency is over. I searched public records, but could not find any environmental impact studies related to the Chiriquí Viejo River project. Doing dredging work without required environmental studies – and I am not saying that’s happening here – can lead to fines and criminal sanctions. If anyone has additional information or insight, please let me know or leave a comment.
The 2024 resolution states:

Article 119 of Executive Decree No. 1 of March 1, 2023, provides that “All actions executed during the state of emergency, as well as those actions developed immediately after its official termination and during a period of sixty (60) days thereafter, and provided that they are directly linked to the mitigation and minimization of the negative effects of the catastrophic event or disaster, will not be required to comply with the environmental impact study evaluation process. Natural events such as earthquakes, floods, tsunamis, landslides, tropical storms, hurricanes, health emergencies, among others determined by the competent State institutions, shall be understood as part of the declarations of a state of emergency.”

The @pan_patria_justicia Instagram post cited near the top of this story generated more than 200 comments. According to an AI analysis of the comments, Instagram users “express a predominantly negative and frustrated sentiment, characterized by deep-seated distrust in government authorities and a sense of environmental crisis. The discourse centers on the destruction of rivers and natural resources in Panama, with a strong emphasis on corruption and perceived administrative neglect.”
Key themes found in the comments include the following:
Political Distrust and Corruption: A significant portion of the comments directly attacks government figures. Mention of “corrupto” (corrupt), “coima” (bribe), and “intereses” (interests) is frequent. Many users believe officials prioritize personal gain (“Chen Chen”) over environmental protection.
Environmental Despair: There is a strong emotional reaction to the state of nature, using words like “tristeza” (sadness), “llorar” (to cry), and “atrocidades” (atrocities). Users describe rivers drying up due to hydroelectric projects, quarries, and mining.
Direct Accountability: Specific public figures are repeatedly called out. Juan Carlos Navarro (Minister of Environment) is the most frequent target, with users asking “Where is Navarro?” or accusing him of being “blind” to the destruction.
Social Inequality: Comments highlight a “Panama of inequality,” where the “poor get poorer” while “elites” and “millionaires” profit from the land.

An AI analysis of the emojis left in comments about the dredging project.

An Instagram account called @hablandoclaro_tierrasaltas reposted the @pan_patria_justicia item earlier today.
